Cal. court need not refrain from exercising its jurisdiction if prior acting state not exercising jurisdiction in substantial conformity with UCCJA. [Repealed.]
Because Mich. lacked jurisdiction over child custody, Cal. not required to grant full faith and credit to its orders re custody, including orders directing W or C to return to Mich.
When Tex. court failed to stay proceeding and give required notice, it was not acting in conformity with Act; its decree was not cause for Cal. to refrain from exercising jurisdiction.
Cal. need not recognize decree of state which should have declined jurisdiction due to petitioner's unclean hands.
