When Cs had lived in TX for 3 yrs prior to action, Cal. court lacked jurisdiction under either home state or significant connection test.
Cal. not required to give full faith and credit to KY order modifying KY custody order when KY not home state of children and did not have PKPA jurisdiction.
UCCJA gives preference to "home state" jurisdiction.
When possible, home state should be chosen to adjudicate custody disputes.
Emergency jurisdiction exists only where genuine immediate, substantial, threatened physical harm to child, and is a narrow exception to home state jurisdiction.
