In absence of evidence that Family Support Div.'s procedures were state mandated or county initiated for §1983 purposes, court erred in granting County's motion for judgment on pleadings.

Claimant for delinquent support, as preferred creditor, can reach beneficiary's interest in trust; minor's right to support may not be defeated by a spendthrift provision in a trust instrument. [Prob.C 15305.]

Under Prob.C 15305 (c), court may overcome trustee's discretion when there's an enforceable c/s judgment the trustee refuses to satisfy—court may order trustee to pay past due & ongoing support directly from trust.
