Harmless error to make no findings re necessity of using shackles at M's jurisdictional hearing; while some showing of necessity for restraints at jurisdictional hearing required, not as great as that required for jury trial.

Use of physical restraints upon minors appearing in Lancaster Juv. Delinq. Court must be based on showing that such restraints are necessary for each individual minor irrespective of type of hearing or proceeding.
