County children's services inspector general, officer in auditor -controller dept. created to identify program improvements to prevent more child deaths by neglect/abuse, may not inspect deceased child's case file w/out prior court order.

Juvenile court has exclusive authority to order release of juvenile records of deceased minors who come within its jurisdiction pursuant to W&IC §300, regardless of whether formal jurisdictional petition filed.

Substantial evidence supported juvenile court's refusal to release any information from deceased M's files where detrimental to another child connected to case; redaction not the only option.
