As school security officers, like sworn peace officers, fall within the protection of PC 148(a)(1), M could be found to have resisted a public officer.
Broad authority of school officials allows them to stop student for questioning or investigation w/out reasonable suspicion, so long as authority not exercised in arbitrary, capricious, or harassing manner.
By possessing etching cream/aerosol paint container on school grounds, M possessed the items in a "public place" with the intent to deface per violated PC 594.1.
Given his unauthorized, unexplained presence on campus, M could not complain that O conducted non-intrusive patdown of his clothing for weapon: Govt. interest in preventing campus violence outweighs minimal invasion of M's privacy.
Unlike other public places, school officials need not articulate specific crime violated to detain outsider for limited purpose of determining whether presence justified on campus.
