Marin juvenile court erred in transferring dependency cases to Contra Costa without considering Cs' best interests and in not accepting the error was not harmless.

Kern County erred procedurally when it retransferred C's case b/c it disagreed with San Bernardino court, where no change in circs or new evid.; substantive error was that nothing supported Kern's finding that retransfer was in C's best interest.

San Bernardino's "accepting" transfer of dependency case from LA solely to transfer it back to LA was abuse of discretion where C and legal guardian lived in San Bernardino and court failed to look to C's best interests.
