Abuse of discretion to find both that M's returning to Honduras was not in his best interests re petitioning for SIJ relief from deportation, and also finding such return was in his best interests re selecting a disposition.

SIJ-eligible minor includes juvenile for whom a safe and suitable parental home is available in the U.S. and reunification with a parent in his/her country of origin is not viable due to abuse, neglect or abandonment.

Juvenile court erred in not finding M could not reunify with "1 or both" of his parents in order to apply for SIJ status where he proved he was abandoned by his mother, satisfying the disjunctive condition.

Juvenile ct. erred in denying juvenile ward SIJ status where she could be returned to Mex. to an abusive mother or father who abandoned her.

Super. court sitting as a probate court is "a juvenile ct." under fed. regs. and state statutes and has authority to make findings to enable Ms to petition for "special immigrant juvenile" status.
