Court may not terminate rights of only one parent under W&IC §366.26 unless s/he is the only surviving parent, or rights of other parent terminated or other parent has relinquished custody to welfare dept.

Although court procedurally erred in terminating parental rights of mother alone, error harmless where father's rights terminated in later proceeding and father abandoned appeal.
