Placement with nonrelative extended family members.

As a parent is a relative w/in the meaning of W&IC §361.3(c)(2) for determining NREFM status under W&IC §362.7, boyfriend had a familial relationship with C's mother and qualified as an NREFM.

No error in denying F's request that his fiancée be evaluated for NREFM placement as she had not met C, did not come forward, there were actual relatives available and her placement as an NREFM would not further goals of W&IC 362.7.

Because mother's friend was not a NREFM, there were many local qualified families willing to adopt, and placement with friend would not be in Cs' best interest, abuse of discretion to let HHSA place them with her in Sacramento.
